RETS Clarifications and Changes

Dear Mr. Collins:
In order to prevent any confusion regarding PSC proposed changes to j
the RETS, we would like to convey our thoughts regarding two recent letters from your office.
Per reference 1, G-84053 (Inspection Report 8403),
Mr. Wilborn of your staff identified Open Item 267/8403-01, open pending " Revision of... RETS..".
In reference 2, G-84055, Mr Johnson of your staff apparently has been
.. it. formed that additional clarifications and changes are going to be requested to the [RETS]...".
With respect to Mr. Wilborn's inspection report, PSC action on Open Item 267/8403-01 has been completed via issuance of LER C4-001 (P-84038) and issue 4 of RPAP-2 (ODCM). The RETS state only that setpoints shall be determined and adjusted in accordance with the ODCM; therefore, we do not feel that a change to the RETS is necessary. With respect to Mr. lohnson's letter, at the present time we are not contemplating making any additional clarifications or changes to the RETS.
We appreciate receiving Mr. Johnson's -letter - which set forth an interpretation to technical specifications rather than requiring a i
change to the technical specifications.
