VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION J* NITS 1 AND 2 IEQUEST TO CHANGE TECHNICAL SPECIFICATIONS P_RESSURE / TEMPERALTURE LIMITATIONS LOW TEMPERATURE / OVERPRESSURE PROTECTION SYSTEM SETPOINTS Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company requests amendments, in the form of changes to the Technical Specifications, to Operating License Number NPF-4 for North Anna Power Station Unit 1 and Operating Uconse Number NPF 7 for North Anna Power Station Unit 2.

The proposed amendments will revise the pressure / temperature (P/T) operating limitations during heatup and cooldown and the Low Temperature / Overpressure Protection Systems (LTOPS) setpoints for Units 1 and 2. Attachment 1 presents the discussion of the proposed changes. Attachments 2 and 3 provide the proposed Technical Specifications. Attachment 4 is the 10 CFR 50.92 Significant Hazards Considerations Determination. And Attachment 5 contains Additional Supporting Documentation.

The current heatup and cooldown P/T curves and LTOPS setpoints are valid through 10 effective full power years (EFPY) for both units. Unit 1 is currently predicted to reach this point in April 1993 and Unit 2 in September 1993. The revised values will be valid through 12 EFPY enration for Unit 1 and through 17 EFPY for Unit 2.
