SUBJECT:

Waterford SES Unit No. 3 Docket No. 50-382 Potentially Reportable Deficiency No. 151

" Hydraulic Transient on Line, 2SI-10-183B" Final Report On February 13, 1984, a problem with a sheared support / restraint on the subject line was reported as Potentially Reportable Deficiency No. 151.

Further evaluation of the previously described condition indicates this condition is not considered reportable pursuant to the requirements of 10CFR50.55(e).

EVALUATION The apparent cause for the broken strut was waterhammer due to improper venting / filling of the system prior to startup of the LPSI pumps thereby significantly exceeding the design loads. The event evidently occurred during the preoperational testing phase, which is governed by different operating procedures and personnel than during the operational phase. Therefore, the safety of the plant during operation will not be affected.

Based on the above evaluation, this PRD is con.sidered not reportable.
