Attached is the final report on the offsite radiological emergency praparedness exercise conducted at the Prairie Island Nuclear Power Str. tion on OctoMr 14, 1982.

This was a small-scale exercise for the States of Minnesota and Wisconsin; and a full-scale exercise for Goodhue and Dakota Counties in Minnesota and Pierce County in Wisconsin. L The exercise report indicates that the exercise demonstrated an adequate level of offsite radiological emergency preparedness for the States of Minnesota and Wisconsin, Goodhue County in Minnesota, and Pierce. County in Wisconsin. Deficiencies requiring a schedule of corrective actions were noted in Dakota County, Minnesota. A copy of the response by the State of Minnesota for Dakota County is attached and has been determined by FEMA to be adequate. There were no deficiencies noted which required a schedule of corrective actions at the State level in either State-or by Goodhue County in Minnesota, or by Pierce County in Wisconsin.

In our opinion, the response by the Minnesota Division of Emergency Services to the significant deficiencies are adequate and appropriate accion will be initiated to correct the deficiencies prior to the next scheduled exercise. ,

Minnesota Responne to the FEMA Final Report of the Prairie Island Nuclear Generation Plant Small-Scale Joint Emergency Exercise -

October 14, 1982 MINNESOTA RESPONSE TO THE THREE SIGNIFICANT DEFICIENCIES NOTED AT THE DAKOTA COUNTY LEVEL DURING THIS' EXERCISE:

1. Comment H.3* The EOC is made up of two small rooms, an operations room and a briefing room located down the hall. This space would be inadequate for full-scale operations.

Response

. The Division of Emergency Service: is assisting Dakota County in identifying an adequate location for an EOC. Due to funding limitations, it is uncertain to what extent an EOC can be developed this year.

2. Comment H.4 The EOC staff was notified. However, they d id not report to the EOC as required by the scenario.

Response

The scencrio of the next exercise will impact directly on Dakota County and require response by the County Commissioners and Department Heads to the EOC and initiate activity in the field.

3. Comment K. 3a Radiological instruments CDV-742 in the Sheriff's carc and fire department vehicles are not appropriate.

Response

We understand that the CDV-742, which is a high range (0-200R) dosimeter, may have too gross of a scalc to be used alonc for measuring the dose of an emergency worker during a nuclear power plant accident. Currently, the CDV-742 is used in con-junction with a personnel thermoluminescent dosimeter (TLD),

a permanent recording device, to determine an emergency worker'.s exposure.

Within funding limitations we hope to be able to acquire some mid and/or low range dosimetry during FY'84.

  • The referencec that precede each deficiency correspond to eval-uation criteria from NUREG 0654/ FEMA REP-1, Part II.

Exercise Final Report, Prairie Island Site-Specific Offsite Exercise October 14, 1982 Attached is the Prairie Island Exercise Final Report of the October 14, 1982, exercise. The report follows the guidance prescribed in the April 5, 1982, memorandum regarding Radiological Emergency Preparedness Exercise Evaluation Reports. Copies of the report have been forwarded to Minnesota and Wisconsin.

The content of the report cites adequately demonstrated levels of radio-logical emergency preparedness for Minnesota and Goodhue County Divisions of Emergency Services and Wisconsin and Pierce County Divisions of Emergency Government. Only a limited number of minor deficiencies exist which can be easily corrected. There are no major deficiencies for these units of government.

emergency response to protect the population at risk in the County.

summation is based on the fact that the County officials did not actively assume their emergency response roles and participate in the full-scale exercise as designed in the scenario. Therefore, significant and minor de-ficiencies do exist which will require considerable planning and training.

We have notified Minnesota that their response to the significant deficiencies is due in the Regional Office January 28, 1983.

Minnesota and Dakota County have already begun remedial action to re-establish a viable preparedness program in the County. Region V has been notified by Minnesota that by January 1983, they expect to submit to Region V a revised State plan and comprehensively improved County plans for the local governme.ts in the vicinity of the LaCresse, Monticello and Prairie Island Nuclear Power Plants (see attached letter).

Inerefore, I recommend that t! e Regional Director's Evaluation for Prairie Island off-site preparedness submitted to your office June 15, 1982, continue in its review. However, it is now necessary that my previous recommendation be amended and a " conditional approval" be given pending these additional actions: 1) a satisfactory RAC finding of the Dakota County plan, and 2) an adequate level of readiness demonstrated by Dakota County during the next annual exercise.
