Dear Mr. Chilk:

This letter is being submitted in response to the NRC's request for comments concoming the 10CFR52 Proposed Rule, " Standard Design Certification for U.S. Advanced Bolling Water Reactor Design," published in the Federal Register (i.e,60FR17902, dated April 7,1995).- PECO Energy Company appreciates the opportunity to comment on this proposed rule which will add a new appendix to 10CFR52 regarding the design certification for the Advanced Boiling Water Reactor (ABWR). This proposed rule will provide a method by which applicants and licensees intending to l operate a U.S. ABWR design may do so by appropriately referencing the proposed appendix. i a

PECO Energy endorses the Nuclear Energy instif ute's (NEl's) position and comments concerning  ;

this proposed rule. The proposed rule should be modified to resolve NEl's comments so that the proposed rule achieves the goals of 10CFR52. As currently written, the proposed rule threatens the  !

viability of the ABWR standardized design.
