Pursuant to 10 CFR 50.54(p), TVA has enclosed a baseline revision to the BFN PSP /CP.
As noted in NRC inspection report 50-259, 260, 296/92-09,' dated April 2, 1992, NRC I
discussed with BFN security management that TVA's security upgrade program would necessitate a revision to the BFN PSP /CP to address newly installed systems and access control methods.
TVA is providing this baseline (Revision 0) of the PSP /CP.to address the newly installed security equipment and access control methods.
The effective date of this revision coincides with the completion of BFN's Phase 1 of the security upgrade program which wac completed on July 28, 1995. to this submittal provides an executive summary of the changes to the PSP /CP. provides PSP /CP Revision O.
This letter and the enclosed information is being sent by certified mail.

i TVA is currently installing a major physical security upgrade program (PSUP). at BFN.. This PSUP consists of a total' renovation-of the security system which,fwhen complete,.willLfar exceed the i!
capabilities of the existing system.
Changes to the securityL system are highlighted below:
Installation of redundant high speed, high capacity, state.'of I
the art security computer system.
1 New vital area (VA). door cardreaders with Local Intelligence Units (LIUs) containing microprocessors capable of controlling access to doors should a loss of communication with the j
security computer occur.
Biometrics recognition system using handgeometry to perform identification of a security' badge-holder prior to' admittance j
to the PA.
This redundant stand alone system provides the-j; ability to perform access > control should a loss of communication with the security computer occur.
i New protected area (PA) perimeter-fencing and: state of the art intrusion detection system (IDS), consisting'of'E-Field, Infrared, Microwave, E-Flex, and Optimesh.

l New closed circuit television system (CCTV) consisting of high tilt and zoom and video recording capabilities..
l resolution' solid' state cameras with automatic. call up,: pan-

Some of the measures that will no. longer be required are as follows:
Additional armed motor patrols on PA perimeters due to inadequate CCTV coverage will be replaced with new CCTV system consisting of over 70 CCTV cameras.
- Additional armed plant foot patrols to compensate for outdated VA door hardware will be replaced with new VA cardreaders, electromagnetic locks and LIUs.
l Security badge issue officers will be replaced with handgeometry readers at PA portals.
Additional CAS/SAS operators manually logging alarms to compensate for outdated system will be replaced with an automated paperless system.
The attached Revision 0 to the Security Plan reflects the new system installed under the PSUP.
Since the PSUP actually increases the ef fectivenesr. o:! the BFN Security program, TVA is submitting this revision under the provisions of 10 CFR 50.54(p).
These changes do not reflect a reduction in level of security commitments or take exception to current regulatory requirements.
Revision 0 changes reformat the plan to create a more user-friendly PSP /CP, to eliminate redundancy, and to identify revisions affected by the PSUP.
