Washington Public Power Supply System (WPPSS Nuclear Project No. 1) Docket No. 50-460-OL Gentlemen:
Attached 14, a copy of a recent construction permit amendment request filed by the Washington Public Power Supply System for the WNP-1 facility.
The requested amendment would extend the latest construction completion date in the WNP-1 construction permit from June 1, 1991 to June J, 2001.
This information is provided in the interest of keeping the Licensing Board and the parties advised of regulatory developments material to this proceeding.

Bonneville Power Administmtion 1983 Resource Program, July 1988 The Washington Public Power Supply System (Supply System) currently holds Construction Permit No. CPPR 134 for the WNP 1 facility. The Construction Permit has a latest construction completion date of June 1,1991. As you are aware, the project has been defered v:ith only limited engineering work continuing since 1982, The Supply System herein requests an amendment to Conr.cruction Permit No. CPPR-134 for WNP 1 to extend, in accordance with the requirements of 10CFR50.55(b), "the latest completion date" from June 1,1991 to June 1, 2001, An extension to June 1, 2001 will provide a reasonable period to allow for a determination on reactivation of the project, for completion of the project, and for unanticipated construction delays. This amendment request is consistent with Section A.2 of the 1987 Commission Policy Statement On Deferred Plants which states that licensees shall not allow the Construction Permit to expire.
The Supply System developed WNP 1 to provide power to the Pacific Northwest through the Bonneville Power Administration (BPA), the sole customer. BPA determined in 1982 that the power from WNP-1 would not be needed in the immediate future and recommended to the Supply System that construction be delayed and that 1 e plant be placed in a preserved condition.
WNP 1 is being maintained as t deferred plant at defined by the Commission Policy Statement on Deferred Plants.

Nuclear Regulatory Commission Apnl 18,1991 Page Two SUPPLY SYSIDI NUCLEAR PROJECT NO,1 CONSTRUCTION PER511T ASIENDh1ENT REQUEST As documented in References 1 and 2 above, WNP 1 is presently included in the list of potential power resources necessary to meet the projected electrical demand growth in the Pacinc Northwest in the coming years.
As such, the Supply System is maintaining WNP 1 in a
!!censable condition in accordance with the Design And Construction Quality Assurance Requirements Manual. The present schedule does not identify a nrm date for resumption of engineering / construction activities, but does indicate that it may occur as early as July,1993.
With the curnnt completion schedule extending up to 72 months beyond the time of resumption of major activities. plant completion could occur in July,1999.
Pursuant to 10CFR50.55(b), the reduction in the load growth rate in the Pteific Northwest and l
the decision of the BPA to defer a decision on completion of the unit constitute conditions beyond the control of the Supply System, resulting in the need for an extension of Construction Permit No. CPPR 134. Accordingly, based on the information provided above, there is good cause for the requested extension and it is for a reasonable time period. This request meets the 30-day requirement of 10 CFR 2.109 for a timely renewal application; therefore, the Construction Permit should remain in effect until funher NRC action.
De Supply System has evaluated this proposed amendment per 10 CFR 50.92 and determined that it does not involve any significant hazards consideration because it does not (1) involve a significant increase in the probability or consequences of an accident previously evaluated; (2) create the possibility of a new or different kind of accident from any accident previously evaluated; or (3) involve a significant reduction in a margin of safety. This amendment will not result in a physical change to WNP-1 or modify the plant programs or procedures.
