In our previous correspondence to the NRC, Georgia Power Company indicated that the NRC would be notified by February 24, 1984, of the results of our evaluation of undersized shop filet welds on corner de-tails of the stiffener angles for HVAC ducts. Georgia Power Company has completed its review and evaluation of this event and has concluded that it is not reportable pursuant to the requirements of 10 CFR 50.55 (e) and 10 CFR 21.
A random sample of duct pieces was made and transmitted to Bechtel Power Corporation. Bechtel performed an engineering analysis assuming a configuration worse than any encountered by the sampling. The results of this evaluation indicated that all ductwork installations were ade-quate for the desigr load conditions.
It was concluded that if the weld discrepancies in the HVAC duct systems had remained undetected, safe operation of the plant would not be compromised.
Since the NRC has defined a "significant deficiency" as one having an adverse effect upon, or likely to adversely affect, the safe opera-tion of the plant, Georgia Power Company has concluded that, this event does not constitute a significant deficiency in design or construction.
