VENDOR MANUAL REVIEW PROGRAM SALEM GENERATING STATION-UNITS-NO. 1 AND 2-

-DOCKET NO. 50-272 AND 50-311.

The May 6, 1983 Order Modifying the Licenses for Salem Generating-Station, Units l'and 2, included a commitment to

incorporate all vendor manuals for safety-related equipment into ya' document control system.

This program is complete and Public LService Electric & Gas (PSE&G) has commenced a program to review the vendor manuals against maintenance'and operating sprocedures.-

As discussed-with the Salem Resident Inspector, we have undergone a learning process in implementing this review program and, at his suggestion we are submitting this letter to provi'de you with an understanding of what this_ program entails.

We believe Salem's existing operating, surveillance and maintenance-procedures reflect the best available engineering

.and' vendor-information.

The existing procedures were originally derived from startup procedures and existing vendor manuals.

They have been ' subsequently revised to -reflect design changes, engineering recommendations, vendor bulletins, and operating and maintenance experience.

All plant procedures were developed and revised using administrative controls that have.been in-place since initial' operation; thus, PSE&G places a high level of

-confidence-in the existing. procedures.

L PSE&G hasJcompleted an, extensive program to update vendor manuals for' safety related equipment to ensure that we have the most: current' revision of-each-pertinent manual in-house.

It was i t-our : intent toEthen-' implement a_ program to ensure that F

information in.these vendor manuals was properly reflected in all station maintenance and operating procedures.

It was recognized,.however, that there can still be inconsistencies between a manual and the installed equipment.

These differences are legitimate in:that they represent equipment modifications

~

.done by persons other than the vendor, incorporate engineering recommendations identified in PSE&G' Field Directives or Safety

Evaluations, incorporate. vendor. field representative

_ recommendations and/or reflect operating experience.

We believe into the station 5that all of these differences must be factored procedure verification' program.

Although the initially envisioned program consisted of a straight-forward approach where the vendor manuals would be

. reviewed against plant procedures as " stand-alone" documents

' the above concerns dictated a more comprehensive approach.

-Accordingly, PSE&G has implemented an intensive procedure verification program.- This program is multi-phased and

includes:'

a.

Review of the current safety related vendor manuals against pertinent operating, maintenance and surveillance procedures.

This task will be completed by.. July 1, 1984.

b.-

Review of safety related vendor manuals, completed

-. design changes, field. directives and safety evaluations

.to. identify significant differences.

Completed design changes, field. directives or safety evaluations which

affect specific.-informativa addressed in the vendor

' manuals will be documented by issuing manual revisions orzaddenda by January 1, 1985.

Differences identified in.-(a) will be evaluated.

This

-evaluation will resolve each difference by either certifying its acceptability,' revising station procedures and/or initiating c long' term investigation, as appropriate.
