As an elected representative of Pennsylvania, I am extremely concerned about the protracted time period for resolution of the issues surrounding Three Mile Island Unit 1 restart.
It is my understanding that the Nuclear Regulatory Commission staff recommended on December 5 that TMI Unit I be permitted to restart and operate at a reduced power level pending the outcome of ongoing investigations of management. competence and integrity.
Staff has based its recommendation on a number of studies in your possession concerning GPU Nuclear's new management as it exists today. Obviously, this group of highly qualified professionals believes the Commission has sufficient information to make a decision acw.
Die initial decisions of the Atomic Safety and Licensing Board of 1981 and 1982 which are favorable to restart, reports by the Institute of Nuclear Power Operations, NRC's own SALP team reviews, and the Alternative Approach proposed by GPU on November 28, 1983, provide an adequate basis upon which the Com:1ssion can make a decision on this issue.
I am aware also that Admiral H. G. Rickover recently concluded after reveral months of study of GPU Nuclear that "the corporation has the mauagement competence and integrity to safely operate TMI I."
The assessment by Admiral Rickover and his team was conducted by reviewing numerous documents describing the managetaent structure and its current performance; by inspecting TMI I and other facilities; by interviewing some 50 employees from GPU's Chairman to the operators; and by applying the principles of operation and related criteria to the information obtained.
In considering the question of allowing Unit 1 to resume operation, you of course should place primary emphasis on the ability of TMI 1 to be operated safely by the present management of GPU Nuclear. I also urge you to consider the cost of approximately $65 million per year to Pennsylvania's citizens when Unit 1 does not operate.
