Request for a Meeting with the NitC Staff Gentlemen:

New Hampshire Yankee (NHY) is developing potential Technical Specification changes to utilize the Fixed Incore Detector System to monitor incore parameters in plecc of the Moveable incore Detector System. The Seabrook Station Fixed Incore Detector System is unique and provides the potential for greater rel ability and more accurate monitoring than the Moveable incere Detector System. New llampshire Yankee has been developing the methodology to enable NilY to use the Fixed Incore Detector System (FICDS) in place of the movable detector system to perform periodic core power distribution surveillance. The ultimate goal is to justify operation of Seabrook Station with a wider DELTA 1 LCO band than that allowed by the current Westinghouse Constant Axial Offse'. Control (CAOC) strategy.

NilY respectfully requests a meeting in January 1992 with the appropriate NRC Staff to explain the proposed Fixed incore Detector System.
