Why is there no verification for the three check valves closing?
OPPD Response Check valves CH 198, CH 203 and CH 204 are in the charging line to the RCS cold legs.
The two inch charging line penetrates the containment via i
penetration M 3.
The unresolved issue of 10CFR50 Appendix J testing of penetration M 3 (Reference 4) will be addressed in a separate response to the NRC.
Closing verification for the three check valves is not required for the following reasonst 1.
As presently designed and proceduralized, the two-inch charging line will be pressurized via charging or HPSI pumps following a LOCA, which is considered to be the bounding event. Therefore, the valves-do not provide a containment isolation function in the closed position.

Based on the above information, the valves CH 198, CH 203 and CH 204 are not required to be tested in the-closed direction per ASME Section XI, Subsection IWV.
NRC Question No. 2 Safety Injection Tank check valves $1-207,51-208, 51-211, $1-212,51-215. 51-216, $1-219(SIT)220 are all verified open but are not verified 51-closed.

Why is there no verification for the check valve's closingt OPPD Response Safety injection Tank check valves S1-207, SI-208, 51211, SI 212, SI-215 SI 216, S1219 and $1-220 -are listed in the fort Calhoun Station ISI Program Plan, Revision 5, Table 2.1, Pages 32 and 33.
The Program Plan indicated that the valves were to be " leak tested" which satisfied the
" closed" verification requirement. However OPPD recognized that this was not clearly stated. Therefore, OPPD has ated the official copy of the Fort Calhoun Station ISI Program, Revis on 5 clearly indicate that a closed test is performed (maintained by OPPD) to for the check valves in accordance with the requirements of ASME Section XI, fort Calhoun Station Technical Specifications and NRC Generic Letter 89 04.
