REGUIATORY EFFECTIVENESS REVIEW:

SECURITY UPGRADE PRCLTECT STATUS REPORT No. 5 HOPE CREEK GENERATING STATION DOCKET NO. 50-354 This submittal provides the status and revises completion dates regarding remaining work for Public Service Electric and Gas Company's (PSE&G's) Nuclear Security Program Upgrade Project.

This project is in response to the findings of the Regulatory Effectiveness Review (RER), provided in the NRC's RER Report (TAC No.f72711).

Four ongoing activities, identified by items one through four in of our prior RER submittal (reference NLR-N91066, dated May 13, 1991), were scheduled for completion by December 31, 1991.

However, due to complications related to the contract bidding process, installation was unable to begin as scheduled.

Consequently, the anticipated completion date for items 1-4 is now March 31, 1992.

The status of those RER items is described in the enclosure to this report.

RER-related work activities, identified as items 5 and 6 in our prior RER submittal, retain their previous completion dates of December 31, 1992.

The rtatus of the outstanding RER items was previously identified to the Region I Safeguards Section Chief, on October 24, 1991, by our Nuclear Security Manager.

-RER Finding _2.2.13 -Weaknesses in the Perimeter. Intrusion Detection System.

The involved design change-_ packages (DCPs);have been SORC-approved.

Material'necessary to suppor t installation of these DCPs has been procured.

Six new at.crowave tower foundations have been installed and thre9 of six new microwave towers are in place.

RER Findinq! 2.2.53 Weaknesses in Picture Quality of Alarm

-Assessment CCTV System.

The involved _DCPs have been LSORC-approved.

Material necessary to support installation of these DCPs has-been procured.

The new video processors have'been installed and testing of this equipment is in progress.

RER Finding 2.2.5:

Install upgraded " video" electronics in the Salem and Hope Creek CCTV systems.

The video electronics are scheduled to be installed following completion of testing _as described _in item 2.

RER Finding 2.2.5:

Install white stone in exterior

-isolation zones.: Installation of-white stone in the isolation' zone is complete with exception of those areas affected-by excavation related to the. microwave system installation as-described in item 1.
