The Nuclear Regulatory Comission (the Comission) has found that:
A.
The application for amindment by Entergy Operations, Inc. (the licensee)datedSeptember 11, 1991, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act),
and the Comission's rules and regulations set forth in 10 CFR Chapter 1; B.
The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of the Commit.sion; C.
Thereisreasonableassurance(i)thattheactivitiesauthorizedby this amendment can be conducted without endangering the health and l
safety of the public, and (ii) that such activities will be conducted in compliance with the Comission's regulations; l
D.
The issuance of this amendment will not be inimical to the conmon defense and fecurity or to the health and safety of the public; and E.
The issuance of this amendment is in f.ccordance with 10 CFR Part 51 of the Comission's regulations and all applicable recnirements have been satisfied.

REACTOR PROTECTION SYSTEM ELECTRIC POWER MONITORING LlHITIN3 CONDITION FOR OPERATION 3.8.4.3 Two RPS electric power monitoring assemblies for each inservice RPS

MG set or alternate power supply shall be OPERABLE.

APPLICABILITY:
At all times.
ACTION:
a.
With one RPS electric power monitoring assembly for an inservice RPS MG set or alternate power supaly inoperable, restore the inoperable power monitoring system to OPERA 3LE status within 72 haurs or remove the associated RPS MG set er alternate power supply from service.
b.
With both RPS electric power monitoring assemblies for an inservice RPS MG set or alternate power supply inoperable, restore at least one electric power monitoring assembly to OPERABLE status within 30 minutes or remove the associated RPS MG set or alternate power supply from service.
SURVEILLANCE RE0VIREMENTS 4.8.4.3 The above specified RPS electric power monitoring assemblies shall be determined OPERABLE:
a.
By performance of a CHANNEL FUNCTIONAL TEST each time the plant is in COLD SW.'T00WN for a period nf more than 24 nturs, unless performed in the previous 6 months.

At least once per 18 months by demonstrating the OPERABILITY of over-voltage, under-voltaae and under-frequency protective instrumentation by performance of a CHANNEL CAllBRATION including simulated automatic actuationoftheprotectiverelays,trippinglogleandoutputcircuit breakers and verifying the following setpoints-1.
