1.0 INTRODUCTION
By letter dated December 7,199'), as supplemented June 11, 1991, and August 26, 1991, South Carolira Electric & Gas Company (the licensee) submitted a request for changes to the Virgil C. Sumer Nucicar Station, Unit No.1 (Sununer Station), Technical Specifications (TS).
The requested changes would modify Section 6.4, Training, to reflect that training for the unit licensed staff will meet the requirements of 10 CFR Part 55, and that training for the unit non-licensed staff will meet the recommendations of Section 5.5.2 of American National Standards Institute (ANSI) 3.1 - 1981.
The changes would also delete references to superseded requirements.
After reviewing the August 26, 1991, supplement, which superseded tl.a June 11, 1C91, supplement, the staff made a second finding of no significant hazards consideration.

EVAtUAT10N The current TS require that training be in accordance with 10 CFR 55.59 and follow recommendations of Sections 5.2 and 5.5 of American thtional Standards institute Code (ANSI) 3.1-1981.
The proposed changes would with 10 CFR 55.59(c)g for the unit licensed staff shall be in accordance specify that trainin and 10 CFR 55.31(a)(4).
It would further specify that training for people other than unit M censed staff shall be in accordance with the recommendations of Section 5.5.2 ANSI 3.1 - 1981.
By making the proposed changes, chere is no decrease in the type, scope, or amount of training required.
In effect, the proposed changes delete references that have been superseded and replaces them with new references. The proposed changes are administrative in nature; and, therefore, the staff finds the proposed changes acceptable.

, 3,0 STATE CONSULTATION In accordance with the Commission's regulations, the South Carolina State official was notified of the proposed issuance of the amendment.
The State official had no corrents.
4.0 ENVIRONMENTAL CONSIDERATION
This amendnent involves only changes in administrative procedures and requirements. Accordingly, this amendment meets the eli categorical exclusion set forth in 10 CFR Section 51.22(gibility criteria for c)(10).
Pursuant to 10 CFR 51.22(b) no environmental impact statement or environniental assessment need be prepared in ccnnection with the issuance of this anendment.
5.0 CONCLUSlg The Commissior, has concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the public will oct be endangered by operation in the proposed cianner, (2) such activities will be conducted in compliance with the Connission's regulations, and (3) the issuance of the amendme.
will not be inimical to the connon defense aad security or to the health and safety of the public.
