1 PRAIRIE ISLAND NUCLEAR GENERATING PLANT Docket Nos. 50-282 License Nos. DPR-42 50-306 DPR-60 License Amendment Request Dated July 28, 1995 Boron Credit in the Spent Fuel Pool Attached is a request for a change to the Technical Specifications, Appendix A of the Operating Licenses, for the Prairie Island Nuclear Generating Plant.

This request is submitted in accordance with the provisions of 10 CFR Part 50, Section 50.90.

This License Amendment Request proposes changes that will allow the use of  ;

credit for soluble boron in spent fuel pool criticality analyses and the relocation of the spent fuel pool operating limits to the Unit 1 Core Operating Limits Report. Prairie Island is requesting this License Amendment as a lead plant for the Westinghouse Owners Group. This License Amendment Request is being submitted in conjunction with Westinghouse Owners Group submittals (OG-95-062 and OG-95-063) requesting NRC review of generic methodology for crediting soluble boron in spent fuel rack criticality analyses.

Because the proposed Technical Specification changes would reduce NSP costs by more than $100,000 over the life of the plant and because the proposed changes involve changes which improve plant safety or have low safety significance, please consider this License Amendment Request as a Cost Beneficial Licensing Action (CBLA).

Exhibit A contains a description of the proposed changes, the reasons for requesting the changes, the supporting safety evaluations and significant

, hazards determinations. Exhibit B contains current Prairie Island Technical Specification pages marked up to show the proposed changes. Exhibit C contains the revised Technical Specification pages. Exhibit D contains a report on the applicability of the WCAP-14181 FRA results to Prairie Island, Exhibit E contains an information copy of Unit 1 Core Operating Limits Report
