( In'your letter dated December 23,1992, the NRC granted Vogtle Electric Generating Plant (VEGP), Units 1 and 2, a one year extension to complete the initial implementation of the recommendations contained in NRC Generi21.etter 89-10 (GL 89-10), " Safety-Related Motor-Operated Valve Testing and Surveillance." Pursuant to the reporting requirements outlined in Item "m" of the generic letter. VEGP has completed the actions associated with the design-basis verifica: ion phase of the GL 89-10 recommendations, as well as the VEGP specific commitments identified in the letter of December 23,1992.

As a result of the implementation of the differential pressure test program and the subsequent reconciliation of the differential pressure test results with the design review calculations, a number of changes have been incorporated into the design review methodology. The revisions to the original methodology generally involve additional conservatism and in some cases included the use of the Electric Power Research Institute (EPRI) Performance Prediction Program computer-based methodology. The re-analysis of the motor-operated valves (MOVs) utilizing the more conservative methodology resulted in revised torque / thrust requirements and set-up windows for the affected MOVs.

l In cases where MOVs are not currently set-up within these revised windows, operability l determinations have been developed to ensure that the MOVs will be capable of performing their design-basis functions for the remainder of the current cycles. Motor-

. operated valves which are not currently set-up within the revised design windows will be adjusted during the 1996 outages, and in cases where additional margin is required to l achieve a satisfactory set-up, modifications will be implemented.

I Geo/gia Power Company (GPC) understands, based on information provided at the NRC l Region 11 GL 89-10 closure meeting held in the Fall of 1994, that a utility may, at the i NRC's discretion, make a close-out submittal in lieu of having a final inspection. With i respect to these options, and in order to minimize the impact on both organizations, GPC ,

would like to formally request the NRC's approval to provide a submittal to facilitate the ,

closure of the VEGP GL 89-10 program. The submittal will include a detailed program description, a summary of the design-basis capability verification and a schedule for adjusting or modifying those MOVs currently set-up outside the revised design windows.
