These changes are as follows:

1. Change all references to the University of Lowell to read University of Massachusetts Lowell. The- state higher education system has been recently reorganized under one Board of Trustees. The ' University of Lowell's name has been officially changed to University of Massachusetts I owell.
2. Cha' ige section 6.1.4 and 6.1.5 to read as ' follows:

6.1.4. An operator or senior _ operator licensed pursuant to -

10CFR55 shall be present at the controls unless the reactor is secured as defined in these specifications. In-addition, a second individual shall be present .in- the reactor building or Finanski building. whenever the reactor is not so secured. This indiv idual shall be a licensed Senior Reactor Operator, licensed' Reactor Operator or an individual who is capable of shutting the reactor down in case of an emergency.

6.1.5. A licensed Senior Operator shall be on the console or readily available on call whenever the reactor is in-operation.

This change is to make the Technical Specifications and SAR consistent with the appropriate ANSI standards. ( See - attached- change to our SAR).

These changes have been reviewed by the ' University of Massachusetts Lowell Reactor Safety Subcommittee and have been determined not to constitute a reduction in reactor safety.

o Revised section 10.1.2.5 of FSAR 10.1.2.5 Shift Crew Composition For a given shift the minimum crew will consist of two operators designated by the CRO. The CRO will insure that license requirements as specified in appropriate University of I Massachusetts Lowell procedures and Technical Specifications are met.

Of the two shift operators, one must he at the console at all times when the control system is unlocked. The operator at the console has the primary responsibility under the Senior Reactor Operator (he may be the Senior Reactor Operator) for the operation of the reactor and all associated control and safety devices. The other reactor operator is responsible for required tasks in or about the reactor such as lorging remote meter readings, inspection of equip nent remote from the control room, supervising experiments, contacting meteorology, etc.

The normal shift complement will consist of a licensed Reactor Operator (RO) and a Senior Reactor Operator (SRO). When approved by the Reactor Safety Subcommittee, the shift may be made up of a RO or SRO an/

l a second individual who possesses adequate knowledge of the- plant to L

carry out oral and written instructions from the RO and is qualified to safely shutdown the reactor in an emergency, eg., the incapacitation of the console operator. If there is no SRO on site, there must be an SRO on call.

On call shall mean that he/she should be in a location whereby the console operator may contact him either by phone or pager and he is within a radius that will enable him to return within 20 minutes. ,
