Beaver Valley Power Station, Unit No. 2 Docket No. 50-412, License No. NPF-73 Proposed Operating License Change Request No. 91 Pursuant to 10 CFR 50.90, Duquesne Light Company (DLC) requests an amendment to the above license in the form of changes to the technical specifications.

The proposed changes will modify the action requirements and Bases to better reflect a  ;

combination of the guidance provided in NUREG-1431 Improved Standard Technical Specifications and the existing Unit 1 Technical Specification requirements. An implementation period of 60 days is requested following the effective date of the amendment.

t The proposed technical specification change is presented in Attachment A. The safety analysis (including the no significant hazards evaluation) is presented in l Attachment B. The typed replacement technical specification pages are presented in Attachment C.

This change has been reviewed by the Onsite Safety Committee and Offsite Review  !

Committee. The change was determined to be safe and does not involve a significant ,

hazard consideration as defined in 10 CFR 50.92 based on the attached safety analysis.
