This report is required by and prepared specifically for the Environmental Protection Agency (EPA) and the 110w Jersey Department of Environmental Protection (liJDEP). It prosents only the observed results of measuromonts and analysis required to be performed by the above agencies. The choico of the measurement devices and analytical methods are controlled by the EPA and the llJDEP, not by the company, and there are limitations on the accuracy of such measuromont devices and analytical techniques even when used and maintained as required. Accordingly, this report is not intended as an assertion that any instrument han measurod, or that any reading analytical resul* represents the true value with absoluto accuracy, nor is it an endorsement of the suitability of any analytical or measuromont proceduro. 4 i NJ POES 12/16/91 Explanatinr of conditions November 1991 The following explanations are included to clarify possible deviation from permit conditions. Gonoral - The columns labolod "No. Ex", on the onclosed DMR, tabulato tho number of daily dischargo values outsido the indicated limits. Data reporting and accuracy reflect the working environment, the desiyn capabilities and reliability of the monitoring instrumrats and operatlog equipment. Analytical values performed by the following NJDEP cortified laboratoriost NET Atlantic, Inc. 08153) Hopo Crook Gonoratin(g Station (17451) i l Talbot I,aboratory, Inc. (77535) South Jersey Tnsting, Inc. (06431) Deviations from required sampling, analysis monitoring and reporting methods and periodicition are noted on the respectivo DMR. Frequency for dischargo point 461A, the Cooling Tower Blowdown, and the River woro dono at approximately 5 hour intervals to provido for the cycles of concentration in the system. As por the Administrativo Consent Order the TSS limit for dischargo points 462A, 463A and 464 havo boon lifted and the interim thermal limits for dischargo point 461A have been changed to 443 MBTU/hr (June - September) and 731 MBTU/hr (October - May). Results-reported on the Dic:hargo Monatoring Report forms are consistent with permit limits,. data supplied from contract laboratories and guidance from DEP personnel attending DMR outreach seminars.

Exclusions havo not ondangered nor significantly impacted public health or the environment. DSN No. EXPLANATION 461C The daily maximum limit for petroleum hydrocarbons of 15 ppm was exceeded on the 5th of the month. This was believed to be duo to an overload of the separator by personnel inadvertently leaving lift station pumps in manual. The corresponding low TOC levels confirm that this event waslof a short duration. Increased sampling was performed immediately to help dotormine the cause along with a review of-pump run times to help find the sourco. Procautionary measures have been taken, including posting of caution tags and procedural changos,_to provent this type of recurrence. l t
