Trip Report for Visit to Duane Arnold Energy Center 23

- 25 May 95

1. I arrived at Cedar Rapids, IA, the afternoon of 23 May.
2. On the morning of 24 May, I proceeded to the Duane Arnold Energy Center (DAEC). At DAEC I met with the following individuals.
a. Diane Engelhardt - Security Superintendent, IES Utilities, (319) 851-7280.
b. Steve Catron - Senior Licensing Engineer, IES Utilities, (319) 851-7234.
c. Gary Biderman - Project Manager, IES Utilities, (319) 851-7515.
d. Mike Miller - Project Engineer, IES Utilities, (319) 851-7658.
e. Frank George - Project Engineer, IES Utilities, (319) 851- ,

f. Jon Rysdon - Consultant, Bechtel, (708) 955-2621.  ;

2. I attempted to meet with the Nuclear Regulatory Commission ,

resident inspectors to explain the purpose of my visit, however, they were unavailable.

3. A walking tour of the site perimeter was conducted.

Following the walking tour, I reviewed construction details and the standoff calculations. The following are my observations based on the tour and review.

a. The planned elements of the vehicle barrier system (VBS) are capable of stopping the design basis vehicle and the location of the VBS will mitigate damage caused by the design basis bomb l to an acceptable level. '
b. The four buildings planned to be part of the VBS (Security Center, Warehouse, Badging Center, and former Sanitary Treatment 9507250305 950629 '

s; Facility) will function more than adequately as barriers to prevent vehicle penetration.

c. Construction details appear good, including the detail of the coupler for removable Jersey barriers and the contingency plan of increasing the size of the above ground portion of the active barrier buttress adjacent to the Security Center if necessary.
4. On 25 May I returned to Omaha.
