Three Mile Island Nuclear Station, Unit 1 (TMI-1)
Operating License No. DPR-50 Docket No. 50-299 Fire Protection Program Plan On January 7, 1984, in our letter 5211-83-359, we submitted the TMI-l revised Fire Protection Plan which incorporated changes made since July 11, 1980.
This letter clarifies how the plan changes will be implemented.
Changes were made to the Fire Protection Plan as a result of NRC Inspection findings in Inspection Report 83-18, which included upgraded training for fire brigade members and leaders, as well as new training programs for fire watches, security and general employee programs. These changes will be implemented during training which will be provided from January 7, 1984 and continuing until all necessary personnel have been retrained over the next two years.
All current fire brigade personnel are considered to be qualified per the Plan prior to January 7, 1984, and are scheduled for training to meet the new requirements added to the new Plan which became effective January 7, 1984.
Compliance with the new requirements will be achieved as follows:
- 1) New fire brigade members added to the brigade on or after January i
7, 1984, will be trained in accordance with Section 4.1, " Fire Brigade 1
Member Initial Training Program", and therefore, will be trained per

specifications of TMI-1 Fire Protection Plan, Rev. O issued January 7, 1984.
- 2) New fire brigade leaders added to the brigade on or after January 7, 1984, will be trained in accordance with Section 4.2, " Fire Brigade Team Leader Initial Training Program", and therefore, will be trained per specifications of TMI-1 Fire Protection Plan, Rev. O issued January 7, 1984.
New Fire Brigade leaders who are currently trained and qualified as members of the fire brigade, will be trained in accordance with Section 4.2(b) and 4.2(c), " Fire Brigade Team Leader Initial Training Program."

- 4) Current fire brigade leaders, trained and qualified prior to January 7, 1984, will be scheduled for re-training per Section 4.4, " Fire Brigade Team Leader Retraining Program", on a cyclic basis during the next 2 annual training cycles, resulting in their meeting the qualifications of the TMI-1 Fire Protection Plan, Rev. O, issued January 7, 1984.
- 5) Training Programs discussed in Section 4.5 "Other Employee Fire Protection Training Program" for personnel other than brigade members and leaders, will be implemented during the 1984 training cycle, result-ing in these personnel being quclified per the TMI-l Fire Protection Plan, Rev. O, issued January 7, 1984.
In this manner, all old " grand-fathered" and new personnel will receive the applicable leader, member, or general training required in a phased approach which is achievable with our current staffing and training resource levels.
