AFFIDAVIT OF WILLIAM F. RENZ IN SUPPORT OF LILCO'S MOTION FOR

SUMMARY

DISPOSITION OF PHASE II EMERGENCY PLANNING CONTENTION 33 (DOE-RAP MONITORING TEAMS COMMUNICATION)

William F. Renz, duly sworn, deposes and says as fol-lows:

My name is William F. Renz.

I am employed by Long Is-land Lighting Company as Manager of the Technical Support Divi-sion of the Local Emergency Response Implementing Organization (LERIO).

As such I have responsibility for assuring that ade-quate communications capabilitics are provided for the Local Emergency Response Organization (LERO).

The following is true:

1.

DOE-RAP field monitoring teams have a radio system and equipment assigned to the Brookhaven Area Office RAP which provides communications between those field monitoring teams and the Brookhaven Area Office.

A dedicated telephone line has been-installed to provide direct communications between the EOC dose assessment area and the Brookhaven Area Office.

3.

Commercial ~ telephone serves as an additional means of communication between the EOC dose assessment area and the Brookhaven Area Office.

Communications between LILCO monitoring teams and the Shoreham facility are provided by radio.

Communications between the Shoreham facility and i.

the EOC will bo provided by RECS line, commarcial telephone and the ESO frequency.

If the DOE Brookhaven Area Office were evacuated t

during an emergency, there are provisions at the EOC for the i

DOE-Brookhaven Area. Office personnel.

These personnel could also move to another location outside the EPZ.

DOE's communications apparatus, including communi-cations to field survey teams, is mobile, since the same equip-ment and personnel would be available to respond to an emergen-I cy at any nuclear power plant in the Northeast region.
