ELECTRIC POWER RESEARCH INSTITUTE - DRAFT SAFETY EVALUATION FOR TOPICAL REPORT, URANIUM OXYCARBIDE (UCO) TRISTRUCTURAL ISOTROPIC (TRISO) COATED PARTICLE FUEL PERFORMANCE: TOPICAL REPORT EPRI-AR-1(NP)

Dear Mr. Stover:

By letter dated May 31, 2019, Electric Power Research Institute (EPRI) submitted for U.S.

Nuclear Regulatory Commission (NRC) staff review topical report (TR), Uranium Oxycarbide (UCO) Tristructural Isotropic (TRISO) Coated Particle Fuel Performance: Topical Report EPRI-AR-1(NP) (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19155A173). The NRC staff discussed a preliminary set of questions with EPRI during a public meeting on December 9, 2019 (ADAMS Accession No. ML20029E871) and subsequently issued requests for additional information (RAIs) on January 2, 2020 (ADAMS Accession No. ML20009E065). By letters dated February 26, 2020 and March 9, 2020, EPRI submitted responses to the RAIs (ADAMS Accession Nos. ML20058A040 and ML20071D143, respectively).

Enclosed for EPRI review and comment is a copy of the NRC staff's draft safety evaluation (SE) for TR EPRI-AR-1(NP).

Pursuant to Section 2.390 of Title 10 of the Code of Federal Regulations (10 CFR), we believe that the enclosed draft SE does not contain proprietary information. If you believe that any information in the enclosure is proprietary, please identify such information line-by-line and define the basis pursuant to the criteria of 10 CFR 2.390. Twenty working days are provided for you to comment on the proprietary aspects and provide any factual errors or clarity concerns contained in the SE. The final SE will be issued after making any necessary changes and a non-proprietary version will be made publicly available. The NRC staff's disposition of your comments on the draft SE will be discussed in the final SE.

To facilitate the NRC staff's review of your comments, please provide a marked-up copy of the draft SE showing proposed changes and provide a summary table of the proposed changes.
