Mislocated Fuel Bundle Loading Error Reclassification LaSalle County Nuclear Power Station Units 1 and 2 NRC Docket Nos. 50-373 and 50-374 Quad Cities Nuclear Power Station Units 1 and 2 NRC Docket Nos. 50-254 and 50-265

J. F. Klapproth letter to USNRC Document Control Desk dated June 23,1995, "Mislocated Fuel Bundle Event Licensing Basis Change".
The purpose of this letter is to request that the referenced General Electric (GE) letter report, which has been submitted by GE to the 'NRC for approval, be considered as a Cost Beneficial Licensing Action (CBLA).
i GE has informed Comed that the mislocated fuel bundle event will likely become the most limiting event on upcoming cycles if cycle lengths are increased. The referenced GE submittal provides justification for treating fuel bundle mislocation as an accident, instead of a cycle specific plant transient, based on the event's low probability and consequences. Comed supports this request since LaSalle County Station and Quad Cities Station could be affected in the near term if the mislocated bundle event becomes the most limiting event. Comed agrees with BWROG estimated costs that each.01 delta CPR increase to the MCPR operating limit corresponds to a cost of $100,000 per cycle. These potential cost increases would be avoided by reclassification of the mislocated fuel bundle event as an accident. In conclusion, Comed supports processing the referenced request as a CBLA.
