On August 21, 1989 the NRC issued Generic letter (G.L.) 89-14 "Line-Item improvements in Technical Specifications - Removal of the 3.25 Limit on Extending Surveillance Intervals." In this letter the NRC encouraged licensees to mcdify their technical specifications to eliminate the limit of 3.25 times the specified surveillance interval for any three consecutive surveillances as currently stated in Technical Specification 4.0.2. The 130 states that the requirement which allows exceedance of any surveillance interval by 25 percent of the specified interval is sufficient to accommodate normal operating variations. The NRC concluded that allowance -

to extend surveillance by 25 percent can result in a significant safety benefit. Surveillances that are performed on a routine basis during plant operation could be deferred should conditions exist which are not suitable for performing the surveillance.

Alabama Power Company concurs with the NRC's conclusion and proposes to amend Teclinical Specification 4.0.2 and its Bases in accordance with the guidance provided in G.L. 89-14. Provided as Attachment I are the revised technical specification pages.

Attachment 2 contains the required significant hazards evaluation pursuant to 10 CFR 50.92. Based on the analysis provided, Alabama Power Company has determined that the proposed changes will not involve a significant-increase in the probability or consequences of an accident previously evaluated, create the possibility of a new or different kind of accident from any previously evaluated, or involve a significant reduction in a margin to safety.

The Plant Operations Review Committee has reviewed this proposed change and the Nuclear Operation Review Board will review this proposed change at a future meeting. Alabama Power Company requests that the proposed technical 1 specification changes be approved by December 1,1992.
