Plan copy numbers previously assigned to the Office of Nuclear Reactor Regulation have been reassigned to Region III reflecting the recent transfer of review responsibility.
Instructions are t.avided for entering the revised pages in the Security Plan.
Rev.'uion 14 revises security management training requirements, updates f_3V area drawings to show plant additions, clarifies badge access period requirements, and resolves NRC Staff reservations concerning Revision 12 to the Plan. We have concluded that these changes do not decrease the effectiveness of the Monticello Security Plan.
The change highlighted on page 29 was submitted as part of revision 12 to the Plan on December 10, 1982.
Initially the change, which dealt with compensatory measures for vital area doors, was accepted by the NRC (letter dated February 7,1983) but was later denied by the same office (letter dated March 15, 1983). This inconsistency was resolved with NRC Region III and the change is being re-submitted under this revision with verbal concurrence from Mr Dale Kers.
