JOINT EMBER IMMUNE TEAM SUPPORT FOR CY 2020
Dear General Elton:
The COVID-19 public health emergency (PHE) has put a temporary halt to many inspections conducted by the U.S. Nuclear Regulatory Commission (NRC). The NRC-evaluated force-on-force (FOF) inspections that members of the Joint Ember Immune Team (JEIT) support is one of the inspection types to be postponed. These inspections are Congressionally-mandated oversight activities that require completion every 3 years. Efforts are being made to reschedule any inspections that have been impacted by the COVID-19 PHE to ensure that the agency complies with its Congressional mandate. Before making a decision to resume inspections, the NRC will review guidance from the Centers for Disease Control and Prevention to ensure the health and safety of all participants.
The support from the JEIT is important to the success of FOF inspections due to the specialized training and skills offered by the team members as well as their expertise in evaluating the mock adversary forces used during the inspections. The NRC requests support from the JEIT when the agency resumes the inspections. We will inform you as soon as the decision is made to resume inspections. Currently, all inspections have been tentatively rescheduled for June 2020, and beyond. However, this date is subject to change as inspection activities will only resume if the health and safety of the JEIT and all inspection participants can be ensured.
