Encloture 1 Edwin I. Hatch Nuclear Plant Revised Response to Violation 95-09-02 REVISED RESPONSE TO VIOLATION 95-09-02 Subsequent to responding to violation 95-09-02 by letter dated June 12,1995, additional information has been discovered that shows the violation did not occur. The new information was discovered while doing an extensive review of site files to ascertain whether or not an acceptable after hours exercise had been performed during the last six years. The review efTort was initiated partly in response to NRC concerns expressed during telephone conversations subsequent to our June 12,1995 letter.
The new information shows that an afler hours exercise (see Enclosure 2) was conducted on May 31,1989 that contained the necessary elements needed to qualify as an afler hours exercise. This exercise tested the following elements:
1.
Accident detection and assessment.
)
2.
Emergency classification.
3.
Notification of onsite and offsite emergency responders.
4.
Communications.
5.
Radiological exposure control.
Even though that exercise contained the necessary elements for satisfying current Emergency Plan requirements, certain corrective actions for future exercises have been identified as a result of the findings contained in Inspection Report 95-09 and subsequent conversations with NRC Region II personnel. Specifically, for future afler hours exercises, GPC will assure the following minimum requirements are met.
The exercise will contain the necessary elements needed to demonstrate the effectiveness of the Emergency Plan.
All agencies (local, state and federal) will be invited to participate in the exercise.
As in all previous exercises, Georgia Power Company will continue to monitor exercise activities to assess the effectiveness of the plan. This will include identification and correction of any deficiencies identified.

Encibsure 1 ReviiedResponse to Violation 95-09-02 The 1995 exercise, which is a full participation exercise, is presently scheduled for August 23,1995 during normal working hours. Even though it is possible to perform an after hours exercise this year, it would be extremely difficult since Hatch Unit 2 is scheduled for a refueling outage commencing September 20,1995. Accordingly, we would like NRC approval to perform the afler hours exercise during 1996.
