Dear Mr. Keppler:

On December 29, 1983 Commonwealth Edison notified your office of a deficiency reportable pursuant to 10 CFR 50.55(e) regard 3ng cable grip installation at Byron Generating Station. This letter fulfills the thirty-day reporting requirement of the regulation. It also updates information provided in reference (a) regarding a related noncompliance which was identified in I&E Inspection Report Nos. 50-454/83-49 and 50-455/83-35. For your tracking purposes this deficiency is numbered 83-14.

Description of Deficiency Cable support grips were not always installed per the requirements of Sargent & Lundy STD-EB-200. The deviations can be categorized into two basic violations of the specification requirements; (1) the size of the cable grip installed did not meet the sizing requirements of the specification and (2) too many cables installed or being supported by a single grip.

Analysis of Safety Implication Additional information regarding cable grip capabilities has been requested from the manufacturers. That information is necessary to assess the potential safety implications of this deficiency.

Corrective Actions As indicated in reference (a), contractor personnel were retrained in September, 1983 to assure that cable grips will be correctly installed and inspected. Evaluation of installed cable grips will be completed within 30 days. A final report will be provided at that time. ~
