Dear Administrative Judges:
In conjunction with the October 17 and 18, 1983 prehearing conference in Phoenixville, the Board conducted limited appearance sessions for public comment during the evenings of both dates.
A number of specific questions were raised by the public concerning emergency planning and the Board directed the Commonwealth of Pennsylvania to provide answers to the Board.

A date of January 31, 1984 was subsequently established by the Board for the Commonwealth's submission.

The identification of the person posing the question, a statement of the issue as basically presented, and the Commonwealth's response are presented in the order the questions were raised during the limited appearance sessions.
