The following deviation was reported to Mr. Walt Baunack, A.E.C. Region i Regulatory Operations Office on November 5,1974. In '

accordance with Section 7 4.2.A of the Environmental Technical Speci-fications, Appendix B of DPR-44/56 for Units 2 and 3 Peach Bottom Atomic .

Power Station, the following report is being submitted to the Directorate of Licensing as an Environmental Deviation. '

! Cooling tower availability not in accordance with Specification 2.1 of Appendix 0, Operating License DPR-44 and DPR-56.

Conditions Prior to Deviation: .

Unit 2 reactor shutdown. Unit 3 reactor at approximately 68%

power. These conditions were mai.:tained during the period when only one cooling tower was operable. (See Description of Deviation below)

Description of Deviation:

On the evening of November 4, 1974, the 'B' cooling tower lift pump tripped, removing the 'B' cooling tower from service. The duration ,

As soon as our i nve s t ig a t ion. i s comp le te , further information in this regard will be provided. The average river flow at the time of the failure was less than 10,000 cfs. Preliminary investigation indicated that the failure was possibly related to the condition of the intake screens. The two remaining cooling towers were sequentially removed from service to per-mit inspection and minor repairs. Continuous operation of two cooling towers was re-established on the evening of November 8,1974.

Ichthyological Associates reports that their surveillance of the Conowingo Pond during this period indicated no adverse af fects to

l plankton and fishes. Temperature distribution did not vary signifi- j cantly. I Designation of Aoparent Cause of Deviation:

Preliminary investigation indicates the pump suction bell and laver guide bearing became detached causing ultimate f ailure of the pump.

, Corrective Action:

To' avoid a similar failure on the other two cooliny tower s, the towers were removed from service and the pump suction bell and j

, intake examined by a diver.
