Environmental Deviation The following deviation was reported to Mr. Walt Baunack, A.E.C. Region 1 Regulatory Operations Office on December 11, 1974.
In accordance with Section 7.4.2.A of the Environmental Technical Speci-fications, Appendix B of DPR-44/56 for units 2 and 3 Peach Bottem Atomic Power Station, the following report is acing submitted to the Directorate of Licensing as an Environmental Deviation.

i Operation with only one cooling tower in service during cooling tower maintenance.
Conditions Prior to Deviation:
4 Unit 2 operat ing at approx imately 92% power. Unit 3 shutdown.
River flows in excess of 130,000 cfs. Permission to remove one cooling tower from service at a time was arranged with the Department of Environmental Resources, State of Pennsylvania on Decerr.ber 10, 1974.

The 'B' cooling tower was out of service during this period because of a previous failure of the cooling tower lift pump.
Designation of Apparent Cause of Deviation:
Requirement to perform preventative maintenance on cooling tower lift pumps in order to avoid a pump failure.
Analysis of the Deviation:
Because of the high river flows, and relatively low plant power, no adverse ef fects to plankton and fishes is anticipated. Temp-erature distributions did not vary significantly during the period.
Corrective Action:
During the outage of each cooling tower, the bolts which connect the inlet plenum to the pump casing were verified as being tight cnd teck welded in this position.
Loosening of these bolts is believed to have caused the f ailure of the 'B' cooling tower lift pump in early November. The corrective action taken should prevent similar failurcs of the
'A' and 'C' cooling tower lift pumps.
