The following deviation was reported to Mr. Walt Be.unack, ,

A.E.C. Region 1 Regulatory Operations Office on December 3,1974. In (

accordance with Section 7.4.2.A of the Environmental Technical Speci-fications, Appendix B of DPR-44/56 for Units 2 and 3 Peach Bottom Atomic Power Station, the following report is being submitted to the Directorate of Licensing as an Environmental Deviation.

License Number DPR-44/56 Environmental Technical Specifications Appendix B Section 2.1 Report No.: 50-277/278-74-7 Report Date: December 12, 1974 Deviation Date: December 2, 1974 Facility: Peach Bottom Atomic Power Station Units 2/3 R.D. 1, Delta, Pennsylvania 17314 r Identification of Deviation:

1 One hour outage of the 'A' cooling tower was required on 12/2/74 to make repairs on one of the wooden water distribution pipes. This re-sulted in ope.ation of Unit 2 and 3 above 20X power with only one cooling tower in operation. The 'B' cooling tcwcr has been out of service since 11/4/74 because of the failure of the lift pump.

Conditions Prior to Deviation:

' Unit 2 c,rerating at approximately 35% power and Unit operating at approximately 65% power. River flows were in excess of 25,000 cubic feet per second. 7 _

Description of Deviation: .

During a routine inspection of the cooling towers, it was noted that two of the straps which hold the wooden distribution headers together were broken on one of the cooling tower distribution beaders.

In order to replace these broken straps, the cooling tower was taken out of service for approximately one hour.

Ocsignation of Apparent Cause of Deviation:

Failure of two straps on the water distribution header on the 'A' cooling tower.

Analysis of the Deviation:

Because of the high river flows, relatively low plant power, and short duration of the outage, no adver se effects to plankton and "' '

fishes is anticipated. Temperature distributions did not vary signifi-cantly during this period.

Corrective Action:

9 t.

The 2 broken straps were replaced and the cooling tower was returned to service.

Failure Data:

No previous failures of this type. --
