ENGINEERING EVALUATION REPORT ON TEMPORARY LOSS OF ALL AC POWER AT FORT ST. VRAIN Forwarded herewith is our Engineering Evaluation Report entitled " Temporary Loss of All AC Power Due to Relay Failures in Diesel Generator Load Shedding Circuitry" for your infomation and appropriate action. The report is based on the review of a loss of offsite power event that led to the total loss of AC power at Fort St. Vrair,.

Based on our review of the event and related operational experience, we believe that the practice of r*Jnning the emergency onsite power sources in parallel with the offsite power system, while the offsite power system is experiencing problems, (a practice that led to the total loss of AC power at Fort St. Vrain), may be prevalent at other nuclear power plants. We consider this operational experience to be of significant concern, and her.ce, have included recommendations in this Engineering Evaluation Report for your consideration.

The concern addressed in this report could have been considered in the ongoing USI A-44, " Station Blackout." However, it is our understanding that the USI A-44 report is being finalized and may not be able to incorporate the operational considerations of this report.
