4. Turn switch HC723 (gas sample selector switch) to position 3 if a secondary containment atmosphere
                                                  = T le is desired. If a torus or drywell atmosphere sample is desired, turn to position 1 and open the 9

connen gas line isolaticm valve. Unit 2 Unit 3 A08108 SV9108

  • 5. Place a standard 14.4 milliliter off gas vial
       -                                          into the gas vial positioner, slide the positioner into the gas port. Observe that the bottle status 4,                                         light changes fra red to green.
6. Turn the 10 ML gas sample switch'HC-705 to position 2 and circulate gas for a period long enough to assure
       ;         (' '                         ' that the sample lines are flushed out with gas being                                           -

i sanpled. The minimum time required is 5 minutes. 3 i

The purpose of this procedure is to provide some guidelines prior to, during, and after obtaining iodine and particulate saples from the roof vents and main stack following accionet conditiorts with major fuel damage. Sampling Filters and Holders Transportation Containers (as appropriate) Tongs and Itd (4' long) PRcTAttrION: A. In all steps of this procedure, an AIARA concept is mandatory. This procedure provides some philosophy in preplanning sampling evolutions for roof vent and main stack effluents for iodines and particulates during an accident. In addition to reviewing this , procedure, an AIARA review of the sampling process i should be performed prior to obtaining samples. C 1. It has been dater:nined that it is 'necessary to obtain the Iodine and particulate samoles from the main stack or roof vents.

                            . 2.      The route of transpo:t recontnended is as follows for the roof vents:

Enter the normal plant entrance 116' or the roll-up doors at north end (Unit 3) or South end (Unit 2) . Take the turbine building staircase from 116' to 165', then take the reactor building stairs te 234', to the entry door at 3e refuel floor.

        .                                         Time = approximately 10 minutes.
3. Have a health physics technician accmipany the chemistry technician assigned to obtain samples in order to perform area surveys. Brief Health Physics personnel on the route to be taken and approximate ti:nes to get to the sample points. Attached as appendices are the locations of the sa:npling points. Sutvey
naps are also prcvided. -

t (~ 4. Health Physics personnel shall take awrapriate survey equignent and protective equipment (e.g. MSA SCBA gear) . Before entry . into.the areas, ensure that survey equipnent is functional and calibrated.

5. While obtaining survey data, should general area radiation levels enroute to sampling locations exceed 10 R/hr and remains stable or increasing, exit i:unediately and report to Health Physics Supervision.

If dose rates exceed 5 R/hr ganna or 5 rad /hr beta within the 234 change rama or 5 R/hr on contact with mains tack door, leave the area and report to HP supervision.

6. If dose rates are less than above limits, proceed to survey samling system with particular interest being dose rates general area, contact sample holder in service and dose rates on sample lines.

NXE: Expect whole body subnersion dose rates from trable gases. Take special note of window open readings in general area readings.

A. Obtain the extra filter / cartridge holder. Two extra filter / cartridge holders are required for a roof vent change. Consideration should

            .                                 be given to use of only one samole point for the roof vent release point.

B. Before entering containment, insert a new particulate filter and charcoal cartridge into esca holder. Use silver-zeolite cartridles in the place of the charcoal to limit the noble gas buildup. Do not use silver-zeolite cartridges during drills. C. At the sangle station:

1. Bfpass the filter holder whicn is in service.
2. Have rod and tongs at hand a %.) pen the front door of the samler remaining at a distarce as far as possible.
3. dith rod, lower the samoler and with the tongs, reach in and renove the cartridge from the system. Quickly survey the cartridge to obtain a dose rate. If the contact dose rate exceeds 200 mR/hr, place the cartridge in a shielded area and contact Chenistry Q . Supervision for instructions. If the contact dose rate is less than 200 mR/hr, place the cartridge inside the transfer cask.
4. Place lid on transfer cask.
5. Insert a new cartridge holder into the sanpler and :nove the cam in the opposite direction and close the door.

In all steps of this procedure, an ALARA concept is mandatory. This procedure provides some philosophy in pre-planning for sample preparation and analysis of highly radioactive liquid samples. In addition to re-viewing this procedure, an AIARA review of the sanple preparation and ~

   .                                             analysis methods should be performed prior to beginning preparation and l    .

analysis. If an analysis is not really needed or a lower dose method is possible to obtain the same data, do not perform the analysis. B. At no time, may NRC exposure limits (either airborne or body dose) be exceeded during the sample preparation and chemical analysis. If it g appears that an overexposure could reasonably occur during sample

.                                                preparation or analysis, DO, NOT proceed without written NRC approval.

C. Sanples shall be placed in plastic bags prior to gantna isotopic analysis to prevent contamination of the counting equipment. C. Sanples shall be counted on the closest possible shelf to the detector in order to obtain a dead time of less than 30%. Sanples with greater thrn 30% dead time must be counted on a more distant shelf and/or diluted. In general, sanples with dose rates less than 2 mRervhr can be counted on the 3 cm shelf and samples with dose rates greater than 2 mrem /hr but less than 200 mRen/hr can be counted on .he 30 cm shelf.

1. Obtain the survey data obtained when the sanple was taken and

{ transported to the Chemical Lab. Briaf Health Physics personnel on the sanple preparation and chamical analysis to be performed. Health Physics supervision shall determine air sanpling requirenents.

2. Health physics personnel shall monitor dose rates during the sanple preparation and handling. Based on their aralysis, stay times shall be determined. During sanple preparation and handling, extremity doses should be limiting. However, whole body exposure shall also be considered. Extremity dosimetric devices shall be worn. An RWP shall be assigned to this activity.
3. Sanple preparation shall be done in a ventilation hood or other ventilated area where respiratory protection equipment is not required if possible. When possible sanple analysis shall also be
             .                            done in a ventilation hood or where other engineering controls l                       (like portable HEPA/ charcoal vent. units) may be used.
4. Consider the use of tongs or other remote tooling during sanple preparation and analysis.

5. Lead shielding shall be used when handling or diluting reactor coolant. At a mininum, lead bricks stacked around the sanple shall be used. A small gap between the top lead bricks may be made for the insertion of a microsyringe needle into the sanple bottle. '1he amount of sanple removed and the dilution volume shall depend on the

(- sanple dose rate. After removing a sanple close the gap in the lead brick top to reduce dose rates. Monitor the dose to the hands during micropipeting. ~

6. Consider the use of more elaborate shielding during sanple preparation if dose rates merit its use.

l 7. For sanples greater than 200 mr/hr, before actual sanple preparation or chemical analysis is performed, a dry run using demin water should be made. An ALARA review shall also be done. Based on these dry runs and the AIARA review, changes to sanple preparation and analysis procedures shielding or equipment shall be made to minimize exposure. l l, Health Physics and Chemistry supervision shall also review the possibility of not performing the sanple preparation and analysis i at all. l

8. Consideration shall be given to the final disposition of the sanples, the remainder of the coolant sanple and the waste prMW.

5. Determine the contact dose rate fran the particulate filter and the charcoal cartridge at the time of sangling. If the contact dose rate is (200 mRenVhr the sanple shall be analyzed directly by the Geli analysis on the 3 cm or 30 m shelf.
6. Consider the use of more elabordte shielding during sanple preparation if dose rates merit its use.
7. Consider the use of silver zeolite cart ddges in the place of charcoal cartridges to reduce the noble gas intwierence charing isotopic analysis.

The use of silver zeolite will allw sanples which contain more I-131 (as capared to charcoal) to be counted with less dead time.

8. Sanples with high noble gas backgrounds can be flushed to reduce the noble gas interference by the follwing method:
a. Setup the purge system as shown in Figure EP 205A.12-1 in a low background area where the release of noble gas would not (A~ present a personnel exposure or equipment (counting roan) problen.
b. Load the filter holder as shown in Figure EP 205A.12-1. Place the " hot" side of the artridgetoward the quick-disconne::t.

Hold the cartridge in place with a filter backing ring but do not use a particule filter. Place the filter holder on the quick-disconnect.

c. Flow nitrogen or breathing air through the cartridge at the same flow rate as used for sanpling for two hours or less.

After purging stop purge flow and remove cartridge. Repeat-stap 5 through 12.

9. Consideration shall be given to the final disposition of the sanples, the rerminder of the original sanple and the waste produced.
10. Sanples and the ' remainder cf the original sanple which are kept for l additional analysis shall Le stored in an appropriate location ha d i on their dose rate and radiological hazard.

In all steps of this procedure, an ALARA m@i. is mvx$atory. This (- procedure provides see philosophy in pre-planning for sanple preparation (dilution) and analysis of highly radioactive gas sanplec. In addition to reviewing this procedure, an AIARA review of the sanple preparation (dilution) method should be performed prior to beginning preparation and analysis. If an analysis is not really needed or a lower dose method is possible to obtain the same data, do not perform the analysis. B. At no time may NRC exposure limits (either airborne or body dose) be l i exceeded during the sanple preparation and analysis. If it appears that an ove-e.csure could ' reasonably occur during sanple preparation or analysis @ NDP proceed without written NRC approval. C. Sanples shall be placed in plastic bags prior to gamna isotopic ~ analysis to prevent contamination of the counting equipment. D. Sanples shall be counted on the closest possible shelf to the detector in order to obtain a dead time of(30%. Sanples with>30% dead time must be counted on a more distant shelf and/or diluted. In general, sacples with dose rates (2 mRern/hr can be counted on the 3 cm shelf and sacples with dose rates > 2 mRen/hr but(200 mRen/hr can be counted b . on the 30 cm shelf. i. k.

l. Obtain the survey data obtained when.the smiple was taken and transported

{ to the chemical lab. Brie'f Health Physics perscanel on the sanple prepara-tion (dilution) if required and analysis to be performed. Health Physics stpervision shall determine air sanpling requirements.

2. Health Physics personnel shall monitor dose rates during the sanple preparation and analysis. Based on their analysis stay times shall be determined. During sanple preparation and analysis, extremity doses should be limiting. However whole body exposure shall also be considered.

Extremity dosimetric devices shall be worn. An RWP shall be assigned to . this activity. I 3. Suggested sample dilution procedute for sanplesp200 mR/hr:

a. Adjust the pressure in the off-gas vial to au-Y#.ric pressure by inserting a microsyringe needle and allow the pressure to equalize.
b. Evaculate a new 14.4 ml off-gas vial with septum.
c. Determine amount of dilution required. Based on this dilution, -

deternine the amount (volume) of gas to remove fran the hot off-gas vial. ,

d. Inject a volume of air with a microsyringe into the hot off-gas vial which is equal to volume of gas to be reroved for dilution.
e. Mix the gas in the hot off-gas vial by ptmping the microsyringe in and out.
f. Set the microsyringe to the volume of gas to be removed from the hot off-gas vial and remove the microsyringe.
g. Inject the gas in the microsyringe to a new evaculated 14.4 ml off-gas vial.

{ h. Measure the dose rate of the vial to determine if additional dilution is necessary. -

i. Additional dilutions may be done by repeating Step 5.
4. Sanple dilution shall be doce in a ventilation hood or other ventilated area Were respiratory protection a=+l==rit is net required, if possible.
5. Consider the use of tongs or other remote tmling if additional sanple dilution is required.
6. Lead shielding shall be used, when handling sanples 200 neenVhr. At a minimtzn, lead bricks stacked around the sanple be used. A small gap between the top lead bricks may be made for the insertion of a microsyringe needle into the sanple bottle. Before removing a volume gas for dilution l insert a microsyringe needle into the bottle to adjust the bottle pressure l

to atnespheric. The amount of sanple removed and the dilution voltane shall depend on the sanple dose rate. Before remo% a voltane of gas fran the vial, inject an equal amount of air to upc. ate for the volune removed. Mix well before removing sample. AftEr removing a sanple close the gap in the lead brick top to reduce dose rates. Monitor the dose to the hands during micropipeting.

7. Consider the use of more elaborate shielding during sanple dilution if dose rates merit its use.

{ Samples must be sent to specially equipoed offsite laboratories when

1) the activity is judged to be too great for the onsite facilities, and 2) when there is a need to determine the condition of the core by offsite analysis. The sanples will be sent as directed by the Site anergency Coordinator with input from the HP&C Coordinator, the Chen' Sanpling and Analysis group and the Rad Protection Team leader.

Pro adure

1. The Site Emergency Coordinator determines the need to ship a sanple offsite for analysis. This decision is based on the limitations of the onsite analytical capabilities for hot samples ano any need to determine core conditions.
2. The HP and Chemistry Coordinator inmediately notifies'Bahmr-k and Wilcox (or other laboratories, by special arrangement *) of the intent to send a sangle. Ep-209 contains the phone numbers for the '3abcock and Wilcox Emergency Control Officer and his

Other laboratories may be contacted to do analysis in the the event of an emergency. (Dntacts and special arrangements would be made through requests to the Emergercy Support Officer and his staff.

d. Estimated shipping time and time of arrival of smple to be analyzed.
3. The HP and Chemistry Coordinator shall recomend that the Site E:r.ergency Coordinator contact the Pooled Inventory .'danagement e

(PDis) representative (as found in EP 209) to release one of the

                                             .WPAC, Post Accident Shipping Casks with a dedicated vehicle to PECo.
4. The Site Emergency Coordinator, as the authorized PSCo employee,

{ shall contact the PIM's representative (as per EP 209) to have the NUPAC cask released to PECo.

5. The NUPAC cask shall be inadad in accordance with all applicable Peach Bottom radwaste shipping procedures including HPO/CO 17, 17A and 17B.
6. Unless otherwise noted, the cask will be shipped to the Bahrvv-k and Wilcoe: Research Center in Lynchburg, Virginia.
7. Just prior to release of the cask from Peach Bottcm, the Health j -

Physics and Chemistry Coordinator, or his designee, shall call the offsite laboratory and give them an estimated time of arrival. Any additional information needed should also be provided at this time, including plans for further sample analysis and frequency of sample shipnents. l e (s
