Proposed Operating License Change Request Nos. 224 and 95 F
Pursuant to 10 CFR 50.90, Duquesne Light Company requests an amendment to the above licenses in the fonn of changes to the technical specifications. The proposed changes will modify the criteria for boron dilution during isolated loop startup and the isolation of primary grade water in Modes 4,5 and 6.
The proposed technical specification changes for Unit No. I and Unit No. 2 are presented in Attachments A-1 and A-2, respectively. The safety analysis (including the no significant hazards evaluation)is presented in Attachment B. The typed replacement technical specification pages are presented in Attachments C-1 and C-2, and the UFSAR changes are presented in Attachments D-1 and D-2.
This change has been reviewed by the Onsite Safety Committee and Offsite Review Committee. The change was detennined to be safe and does not involve a significant hazard consideration as defined in 10 CFR 50.92 based on the attached safety analysis.
