Environmental Deviation The following deviation was reported to Mr. Walt Baunack, Office of Inspection and Enfomement, Region 1, United States Nuclear Regulatory Camissicn on Febmary 12, 1975 Ruleruicus Licumu Uuduer L?R-IA/55 Environmental Technical Specifications: 2.1 Rcport No.: 50-277/278-75-3 Report Date: Febmary 12, 1975 Deviation Date: Febmary 11,1975 Facility: Peach Bottcm Atomic Power Station Units 2 and 3 R.D.1, Delta, Pennsylvania 1731h Identification of Deviation:

l Loss of the second fan on the 'C' cooling tower.

l Conditions Prior to Deviation:

Units 2 and 3 both operating essentially at full power.

Units 2 shutdown late on Febmary 11,1975 Description of Deviation:

With the tower in service, the 'D' f in shaft bearing box came loose and dropped frtxn its support pedestal to the base of the tower.

r, Desiniation of Apoarent Cause of Deviation:

Loosening or fracture of mounting bolts.

Analysis of Deviaticn:

There were no significant environmental consequences as a result of the inoperability of this additional fan. The water temperature leaving the tower changed only slightly. Tmperature differentials '

frcan Holtwood to the Pennsylvania-Maryland State boundary rmained with-in linits. River flow exceeded 25,000 cubic feet per second during the period that the two fans were inoperable.

Correctivo" Action:

In orde'r:to recover the shaft bearing bar it was necessary to rmove service for a short period of time. The shaft bearing box was removed from the base of the tower and the tower returned to service with 9 of the 11 fans operating.

Because of the extremely cold weather and the ice coating on the top of the tower, replacment of the defective motor on the 'F' fan was not censidered prudent. The 'F' fan will be retumed to service as soon as working conditions pcmit. . .The 'D' fan must await.n new shaiu ceanng oux pnor to repair. It is expected that 10 of the 11 ~

  • fans on this cooling tower will again be operabic within 10 days.
