DPR-42 50-306 DPR-60 Information Relating to Methods Used to Comply with Waste Classification and Waste Form Reauirements of 10CFR Part 61 The purpose of this letter is to provide, for the information of the NRC Staff, a description of our methodology for meeting the requirements of 10 CFR Part 61 for disposal of low-level radioactive wastes from the Prairie Island Nuclear Generating Plant. Wastes received at disposal sites after December 27, 1983 have to meet the requirements in 10 CFR Part 61 relating to waste classification and waste form.
Northern States Power Company believes the following programs will meet these requirements.
WASTE CLASSIFICATION Identification of radionuclides as required for waste classification per 10 CFR 61.55 will be accomplished as follows:

l 1.
By means of direct measurement, or 2.
By inferential measurement based upon:
a.
scaling factors determined by anal-stical means, 1
b.
methods suggested by the AIF/NESP report, " Methodologies for Classification of Low-Level Radioactive Wastes from Nuclear Power Plants" dated November, 1983, or l
3.
By other methods as they become available which fulfill the j
l intent of 10 CFR 61 and satisfy the principles of ALARA.

.a Dir, NRR January 5,1984 Page 2 WASTE FORM The requirements of 10 CFR Part 61, Section 61.56, will be met thru existing plant practices.
Stability, when required, will be insured by the following means:
1.
By implementation of the Prairie Island Process Control Program for Solidification of Radioactive Waste from Liquid Systems, or 2.
By inspection to verify solidification and absence of free water when stability is required in materials not specifically covered by the above named Process Control Program, or 3.
By using approved high integrity containers.
Appropriate, detailed procedures addressing both waste classification and waste form will be written prior to waste shipments under 10 CFR Part 61.
Northern States Power Company will continue to evaluate new data from analyses from NRC and EPRI programs with the intent to improve accuracies and reliability for meeting the requirements of 10 CFR Part 61.
Our efforts will be coordinated with the Utility Nuclear Waste Management Group of the Edison Electric Institute.
