Dear Dr. Murley:
This letter provides notification of Reportable Occurrence 83-31 pursuant to the requirements of Millstone Unit 2 Appendix A Technical Specifications, Section 6.9.1.8.i.
This report concerns the discovery, during Service Water system modifications, of conditions not specifically considered in the Safety Analysis Report or Technical Specifications that may require remedial action or corrective measures to prevent the existence or development of an unsafe condition.
While performing a seismic analysis on the Service Water System for the addition of flanges, it was discovered thut heavy versus standard wall pipe was installed.
An evaluation of this condition was made and it was determined that all pipe stresses were within satisfactory limits, however, hanger loading analyses showed five hangers to be undersized based on present requirements.
Two hangers had undersized snubbers due to the heavier pipe and three hangers had a safety factor of less than 4 but greater than 2.
