VOGTLE ELECTRIC GENERATING PLANT ADDITIONAL INFORMATION CONCERNING REQUEST TO REVISE TECHNICAL SPECIFICATIONS TO ALLOW CONTAINMENT AIRLOCK DOORS TO BE OPEN DURING FUEL MOVEMENT By letter dated March 17,1995, Georgia Power Company (GPC) proposed an amendment to the Vogtle Electric Generating Plant (VEGP) Unit 1 and Unit 2 Technical Specifications to allow the personnel airlock (PAL) doors to be open during fuel movement. Attached is the requested additional information regarding Control Room radiological parameters used for analysis of a fuel handling accident with the PAL doors open.

Offsite and control room doses were based on Regulatory Guide 1.109 thyroid dose conversion factors, consistent with Vogtle's current licensing basis. The best estimate dose to a person standing outside the PAL used ICRP 30 DCFs.
