g As we informed you in the reference letter, the Authority h
retained United Engineers and Constructors (UE&C) as an independent third party to\\incestigate allegations regarding

pipe support deficiencies at FitzPa~trickh UE&C then met I
with the consultant who made the allegations to give him the opportunity to describe his concerns.
Based on the meeting, UE&C developed a review plan which included a representative sample of those pipe supports which were reanalyzed in 1979.

The sample consisted of supports in critical, large diameter, high energy piping systems.
The evaluation being performed 7
by UE&C consists of a review of the Stone & Webster analytical
~
methodology, procedures and calculation packages.
In addition, UE&C performed field inspections of certain supports to verify

that the as-built and as-analyzed data agreed.
F-p UE&C has prepared a status report on their review efforts.

m As part of this third party review, UE&C made field inspections

to verify the Authority's line-walk (as-built) program.
In 3
the course of this field walk, certain discrepancies associated p
with several supports were identified. In most cases, these discrepancies involved the sizes of fillet welds.
Since i
these discrepancies are potentially significant, the Authority E
is taking immediate action to resolve them.

Upon receipt of the information regarding these discrepancies, the Authority initiated the following actions:
I 1.
Analysis by Stone & Webster of each support E
discrepancy to determine any safety significance.

2.
An inspection of each support identified.

3.
Review of existing in-service inspection files.

After this detailed evaluation is complete, we will assess the generic implications of any unresolved discrepancies.
5 The Authority will inform you of the results of our assessment as soon as it is completed.
