Peach Bottom Atomic Power Station Units 2 and 3 R.D. 1, Delta, Pennsylvania 17314 Identification of Deviation:
Two cooling towers simultaneously inoperative.
Conditions Prior to Deviation:
Unit 2 and 3 at approximately 50% power.
Description of Deviation:
The "C" cooling tower was out of service due to an apparent malfunction of a flow switch in the lift pump lube water supply line.
On the "B" tower the "F" f an was out of service with a fan drive motor failure.
The deviation occurred when the "B" tower "E" fan tripped due tc an faulty vibration switch, rendering the "B" tower " inoperative" since it only had 9 operable fans.

2 Designation of Apparent Cause of Deviation:
Cause of deviation was setpoint drift in the "B" tower "E" f an vib' ration switch causing an erroneous high vibration trip of the fan.
Analysis of Deviation:
Due to the reduced plant power level and the remaining capacity of the "B" cooling tower wi th nine f ans still operable no change beyond the limits of background variations in measured river temperature was observed.
Corrective Action:
The f aulty vibration switch was replaced and the f an restarted.
The length of time the fan was out of service was one hour.

None.
