Dear Mr. Boyd:

Subject:

Environmental Deviation The following deviation was reported to Mr. Eldon Brunner, Of fice of Inspection and Enf orcement, Region 1, United States Nuclear Regulatory Commission on August 31, 1975

Reference:

License Number DPR-4'i/56 '

Environmental Technical Specifications Reference 2.1 Report No.: 50-277/278-75-17 Report Date: September 10, 1975 Deviation Date: August 31, 1975 Facility: Peach Bottom Atomic Power Station Units 2 and 3 R.D. 1, Delta, Pennsylvania 17314 Ident if ication of Deviatlon:

Inoperability of the 'A' cooling tower with river flows less than 10,000 cfs. .

Conditions Prior to Deviation: ~

Doth units operating at approximately 55% power.

gp Description of Deviation: '

f} 1&o A significant Icak on the 'A' cooling tower lift pump packing gland required removal of the pump from scr vice; Designation of Apparent Cause of Deviation:

Investigation of the cause of the packing gland look has determined that the supports for the lift pump lower guide bearing have failed.

Page 2 Analysis of Deviation:

Loss of the ' A' cooling tower during low river flows will result in higher plant di f ferential tei..peratures and addi tional heat input to the river. Operating criteria established by the Pennsylvania Department of Environmental Resources will not be violated. River temperatures are remaining within specified liuits. Significance of the deviation is minimized because of the present reduced power operation of both units.

Correct i ve Act ion:

Investigation into the cause of the packing leak has determined that the lower guide bearing to the lif t pump has failed. This will require a major dismantling of the pump and motor. Corrective action will be determined following dismantling.

Failure Data:

A similar failure on the 'B' cooling tower lift pump occurred in November 1974. This was reported as Environmental Ocviation 50-277/
