The following deviation was reported to Mr. Don Caphton, Office of Inspection and Enforcement, Region 1, United States Nuclear Regulatory Comnission on September 26, 1975

Facility: Peach Bottom At'omic Power Station Units 2 & 3' R.D. -1, Delta, Pennsylvania .173'14 Identification of Deviation:

Removal of all cooling . towers from service.

Conditions Prior to Deviation: ,.

Both units operating at approximately 50X power. River flows in excess of 400,000 cubic feet per second.

Description of Deviation:

Large amounts of rainfall caused by Hurricane Elouisc significantly increased the Susquehanna River flow on September 25, 1975 thru September 30, 1975 The river condition during this period was very muddy and included largo quantitics of floating debris. The mud content in the river forced the removal from service of the two operable cooling towers becaQse of re-pcated plugging of the lubricating water filter. The lubricating water is supplied to the main lift pump shaft.

High mud content in river water.

Analysis of Deviation

There is insignificant environmental impact associated with -

i the deviation since the river flows during the period of inoperability of the cooling towers was in excess of 200,000 cubic feet per second.

Corrective Action: .

l The cooling towers were returned to service af ter the mud j content in the river decreased. The 'B' cooling tower was returned to service ear ly on 9/29/75 The 'C' cooling tower was returned to service late on 9/29/75 The 'C' cooling tower remained out of scrvice for an additional day in order to permit an underwater inspection of the cooling tower lif t pump impeller and suction plenum.
