Dear Mr. Doyd:

Subicet: Envi ronmental Deviation The following deviation was reported to Mr. Walt Baunack, Office of Inspection and Enforcenent, Region 1, United States Nuclear Regulatory Conmission on October 15, 1975.

October 24, 1975 Deviation Date: October 15, 1975 Faci li ty:

Pcech Bottom Atomic Power Station Units 2 and 3 R.D. #1, Delta, Pennsylvania 17314 Identi fication of Deviation:

Removal of cooling tower for maintenance.

Condi tions Prior to Deviation:

Both units operating at a nominal 55% power.

The

'A' cooling tower was out of service because of a previous lif t pump bearing failure.

Description of Deviation:

Maintenance of the fire detection system piping on the

'C' cooling tower requi red removal of the tower f rom service for a period of approximately 14 hours1.62037e-4 days
0.00389 hours
2.314815e-5 weeks
5.327e-6 months
on October 15, 1975.

Designation of Apparent Cause of Deviation:

Excessive ni trogen leakage from the fire detection system piping on the

'C' cooling tower was responsible for alarms approximately every 8 hours9.259259e-5 days
0.00222 hours
1.322751e-5 weeks
3.044e-6 months
.

The tower was removed from service for approximately 14 hours1.62037e-4 days
0.00389 hours
2.314815e-5 weeks
5.327e-6 months
on October 15, 1975 to accommodate maintenance work to reduce the 1"'

Mr. Roger S. Boyd 50-277/278-75-23 October 24, 1975 Page 2 Analysi s of Deviation:

Since river flows during the time interval were approximately C

28,000 CFS and no significant change in plant differential temperature was experienced, the removal of this tower from service had no signif-icant envi ronmenta l effect.

Corrective Action:

Inspection of the nitrogen piping associated ud th the fire detection system indicated numerous leaking connections. The access-able connections were repaired and resulted in reducing the frequency i

I of alarms due to low nitrogen pressure to once per day.

Failure Da ta:

There have been no previous maintenance outages required because of the fire detection system.
