The issue concerned tlic ntunber of times two backup dicscl generators suc-cessfully operated during testing. "The NitC had people there while we werc running the tests and they reviewed the results. lu their review, Clie NIRC had all of the same infornmtion we had." McCoy said.

Problems in getting a generator started contributed to the March 20 site arca cmcrgency at the plant. But contrary to recent news media reports. the NitC O
reviewed and was briefed on the dicscl generating testing after the March 20 g::
incident and before the restart of Unit 1.
Georgia Power had originally submitted information that said one of the genera-tors successfully started 18 times. while the second generator successfully
- c started 19 times without failurcs or problems occurring.
Actually, it was detennined later that the employces who gathered and prepared the data for the NIRC did not use all available information in determining suc-cessful generator starts.
)f Instead, they used data from the operators' logs only. Operators consider a test

" successful" if the dicscl generator starts up. Based on that, the operators logged these start attempts as successful for both generators.13ut a subsequent review of an engineers' log showed that some of the start-up tests did in fact have problems or failurcs af ter operating for a period of time.
"That's the basis of the confusion," McCoy said. "Our first report was based on an incomplete revicw of the logs."
0 The erroncous statement is one issue raised in a pctillon filed with the NitC by Allen Mosbaugh, a fonner Georgia Power employce. The NitC is treating Mos-haugh's filing as a pelillon pursuant to federal regulations that pennit anyonc 0
to file a request to the NIRC regardless of merit. The pclition is based on false and inaccurate statements. and the issues raised in the pctillon already have
