Identification of Deviation:
Settling basin effluent pH in excess of Environmental Technical Specification limit.
Conditions Prior to Deviatio'n:
Unit 2 operating at approximately 99X power. Unit 3 shutdown for maintenance outage.
Description of Deviation:
Routine analysis of the settling basin effluent disclosed a a pH of 11 3 Dy ignation of Apparent Cause of Deviation:
.The neutralizing tank was discharged to the settling basin without being neutrali zed due to an improper volving li,ne-up564 -

Because the settling basin flow is diluted by a factor of approximately 100,000 with circulating water flow, the pH of the circu-lating water was unaf fected. Therefore, the environmental impact was minimal.
Corrective Action:
The settling basin was immediately isolated and neutralized.
j The valve in the secondary flow path from the neutralizing tank to the i
settling basin was locked closed. ' Correct operation was emphasized to the operators.
