Analisis of Deviation:

Uccause the settling basin flow is diluted by a factor of approximately 100,000 with circulating water f low, the pil of the circu-lating water was unaffected.

There fore, the environmental impact was minimal.

Corrective Action:

The settling basin was imnediately isolated and neutralized.

The valve in the secondary flow path from the neutralizing tank to the settling basin was locked closed. Correct operation was emphasized to tne operators.

Failore Data:

None.

Settling basin effluent pH in excess of Environmental Technical Specification limit.

Conditions Prior to Deviation:

Unit 2 operating at approximately 99% power. Unit 3 shutdown for maintenance outage.

Description of Deviation:

Routine analysis of the settling basin effluent disclosed a a pH of 11 3 Designation of Apparent Cause of Deviation:

The neutralizing tank was discharged to the settling basin wi:.hout being neutrali zed due to an improper valving line-up.
