Environmental Deviation '

l The following deviation was reported to Mr. Walt Baunack, Region 1, Office of Inspection and Enforcement, United States Nuclear Regulatory Commission on March 15, 1976.

Identification of Deviation:

Two cooling towers simultaneously inoperable.

Conditions Prior to Deviation Unit 2 was operating at 1004 power, and Unit 3 was off.

l The "A" cooling tower was out of service due to a previous lift l pump failure. The "B" cooling tower was operable during the outage.

l River flow was approximately 56,000 CFS.

l Description of Deviations l On 3/14/76 the "C" cooling tower lift pump tripped.

l March 24, 1976 Page 2 l Designation of Apparent Cause of Deviation:

Plugging of the lubricating water lines, due to high silt content of the river caused by high river flow, resulted in tripping the lift pump.

Analysis of Deviation:

Differential temperatures between the Pennsylvania-Maryland State Line and Holtwood Dam remained within the Pennsylvania State limits. Low plant power production during this period and the short duration of the outage minimized the thermal impact of this occurrence.

Corrective Action:

The "C" lift pump was returned to service in less th&n 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> after flushing the lubricating water lines. The Philadelphia Electric Company Engineering Department has been requested to in-vestigate this problem.

Several previous similar occurrences.
